Brazil Will Block Illegal Gambling Websites

The lower house of Brazil’s Congress is exploring Bill 1823/22, which is about to change the legality of using credit/debit cards. The authority is looking for ways to force financial institutions that issue cards to block transactions related to illegal online casinos and web platforms promoting child pornography.

Bill 1823/22 must also be approved by the Senate. Right after it happens, the country’s Central Bank will take responsibility for implementing the regulatory framework that banks must follow.

The bill is composed according to the Brazilian National Monetary Council recommendations. It also defines the who and how of those recommendations.

The country’s Central Bank will provide details on how financial institutions have to block access. The whitelist or blacklist of online platforms will be created to ensure timely intervention. To make this possible, lawmakers will have to use another bill. Law 12.865/13 blocks illegal gambling and child pornography web pages. But it must be mentioned that the implementation of this law has been quite weak.

How It Should Work

Credit and debit cards, as well as other payment methods provided by financial institutions, will be prohibited. However, cryptocurrencies remain a suitable option. According to the new law, gamblers can make payments and withdrawals with unauthorized websites. But when the financial institution recognizes it as an illegal site, it would cancel the transaction. Such regulations potentially mean the website would risk providing its services for free. This is what lawmakers expect to convince online casinos to block access to Brazil.

The law still requires improvements. Several legal authorities have to sign off on it as it progresses through the bureaucratic maze.
